Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Significant resources is devoted on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from ruin and another blackout.
Continuous Dangers
Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the bullets missed the hostile drone – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a reliance that regional partners are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, continue.
Political Considerations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the situation will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its favour.
Present Conditions
Factually, there are no real preconditions for a truce. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
